Addendum to TOR for "Migration of G2C services to datahub platform

Description: 

During the pre-proposal meeting, DITT received some feedback from prospective firms on the “Migration of G2C services to Datahub platform” and hereby issuing an addendum to the bidding documents. The addendum thus shall be the part of bidding documents and shall be binding on the prospective bidders.

The bid submission date, EMD and project timeline among other changes are reflected in the addendum, along with the minutes of the meeting on pre-bid held on 30th November 2018

Migration of G2C services to Datahub platform

Description: 

The Department of Information Technology & Telecom, Ministry of Information & Communications invite proposals to provide the following consulting service: “migration of G2C services to Datahub platform” for a period of 9 months. More details on the services are provided in the Terms of Reference.

A Consultant will be selected under Quality and Cost Based Selection (QCBS) and procedures described in this RFP, in accordance with the procedures set out in the Procurement Rules and Regulations in force of the Royal Government of Bhutan.

The Proposals are to be submitted at the latest by 10th December 2018, 2.00PM and the Technical Proposal will be opened on the same date of submission at 2.30 PM. The procedural requirements for responding to this invitation are provided in the complete RFP document which includes the following:

Section I: Letter of Invitation
Section 2: Instruction to Consultancy(lncluding Data Sheet).
Section 3: Technical Proposal -Standard Forms
Section 4: Financial Proposal - Standard Forms
Section 5: Terms of Reference

The sealed rates are invited from the authorized travel agents for air ticketing for the following routes:

1. You are requested to submit the sealed rates to this Ministry on 24/07/2018 before 11 AM. The late submission of the bid documents will not be entertained.
2. The bidders are requested to mention the name of airlines and quote in full fare in every sector, without which it will be considered as non responsive bid.
3. The bidder shall submit an EMD of Nu. 10,000 (twenty thousand) only drawn in favor of the Head, AFD, MoIC, in the form of demand draft/cash warrant.
4. We will not accept the unconditional quotation like an increase of fares or changing of airlines at the time of travel. The rate quoted should be inclusive of all the taxes and levied charges.
5. The validation of fares and available seats should be as per the details mentioned above.
6. The availability and confirmation of the seats at the time of travel should be confirmed before submitting your quotation. The quotation submitted with the waiting list will be considered non-responsive bid.
7. You are requested to attach the Ticketing Licenseand issued by the Ministry of Economic Affairs with your quotation without it the tender documents will be rejected at the time of the opening and will be treated as non-responsive.
8. Kindly submit the Tax clearance certificate
9. The quotation should submitted along with the confirm itineraries.
10. The travel agents are requested to quote the rates as per the sectors given above.
11. The quotation without the sealed envelope will not be entertained.
12. Please don’t quote for budgeted air lines and if found will be rejected instantly.
13. The sealed quotation should be address in favor of the Procurement Officer, AFD, MoIC, Thimphu.

Ministry of Information & Communications would like to extend the bid submission date which was earlier scheduled on dated 16/2/2018 to 27/2/2018 at 10 AM and will be opened on same day at 10:30AM for the supply of Equipment for innovation lab under DITT.

Inconvenience caused is highly regretted earlier date falls on government Holiday and need to postpone to 27th February 2018.
